There is NO dog that has "hair, not fur"...it's a myth. I can't believe that people believe this stuff! Some dogs have single coats (like Poodles) and shed very little. Some dogs have double coats (like Golden Retrievers) and shed heavily. If your dad is allergic to dogs, it's not fur that he's allergic to...it's proteins produced by the dog and found in dander (dead skin), saliva, and urine. If you're allergic to one, you're allergic to all...some dogs may cause less of a reaction in allergenic people, but that is usually because of the care the dog receives-a clean, well-groomed dog won't produce the kind of reaction a dirty, outdoor dog will.
References :
A Portuguese water dog might be a good bet. However, all dogs have fur, not hair. The differences come in how often they shed. Fur grows is cycles, with set times that it will fall out. Poodles and water dogs have unusually long cycles, so they are sometimes thought to be "hypoallergenic" since there will generally be less fur around.

Poodles do not have "real hair;" no dog does.
References :
To M, A Poodles coat is called hair because it is a close to human as possible,

Your dad could try being around a Shih Tzu-Poodle mix because they have the same type of hair
References :
ALL dogs have DOG HAIR.. there's no difference between "hair and fur"
http://dogplay.com/Articles/MyArticles/hair_vs_fur.html

Just variations in texture, lengths and thickness.

If you mean you want a dog with a low-shedding coat..

some that come in black
Chinese Crested powderpuff
Schnauzers (mini, standard and giant)
portugese water dog
havanese
cairn terrier
affenpinscher
black russian terrier
lowchen
puli
scottish terrier

Also dont fall for the "doodle" fad.
Just because it has poodle in the mix does NOT mean it gets a poodle coat!
References :
most likely a labradoodle, if you have a standard poodle. they're cute together. or a cockapoo... something mixed w/ a poodle. or a hairless dog- not all are heinous. mexican hairless (xolos') are cute.

and guys, who CARES if a dog has "fur" "hair" or a "coat" yes, grammar is important but that's not the question!
References :
Dog hair is called fur. It doesnt matter what texture, ect, it is still fur. Try to get something mixed with a poodle if your dad has had no problems with the poodle you already have. There are a million 'designer breeds' out there that are mixed with a poodle.
EDIT:
The question is about a dog that has real hair, not fur. So yes, me telling this person that no dog has real hair, only fur, is relevant. And a poodles coat is still considered fur. While no pairing is guaranteed to produce a poodles coat, a pairing with a poodle is guaranteed to produce a non-shedding coat. Its called common sense people, use it.
